Charges have been filed against a teen in connection with fatally shooting two men last week in Steubenville.

News 9 reports the 16-year-old is charged with two counts of murder with a firearm specification. 

The Jefferson County Prosecutor's Office filed a motion for the Juvenile Court to relinquish jurisdiction to Jefferson County Common Pleas Court.  Juvenile court officials say the charges are considered to have a mandatory bindover. Jefferson County Prosecutor Jane Hanlin says that any murder committed by a 16- or 17-year-old is a mandatory bindover to adult court. There isn't any discretion on the part of the prosecutor or the judge.

The teen is accused of killing 21-year old Ryan Toson, and 19 year old Octavius Wilson, both of Steubenville, on Jan. 30 outside the Heritage Place apartments.
