Laquan Javaris Fitzpatrick has admitted to shooting and killing 40 year old Salvation Army Major Philip Wise on Christmas Eve of last year. Authorities say that the 19 year old and another man shot Wise outside of the Little Rock Salvation Army, infront of Wise's three young children. Fitzpatrick pleaded guilty to first degree murder and firearm enhancement and has been sentenced to 50 years behind bars. He must serve 35 of that before becoming eligible for parole.
Wise had dropped off two bellringers on the last day of the Salvation Army's fundraising campaign before the shooting. He was a pastor and served 15 years with the organization and at one time worked in Moundsville. He was formerly of Weirton.
